Legalize Marijuana in Arizona

As reported by 12 News:

PHOENIX – Before long, recreational marijuana could be legal in Arizona. What would it take to legalize marijuana in Arizona?

Proposition 205, which would legalize marijuana in the state, passed a legal hurdle last week when a judge rejected a challenge to the initiative by anti-legalization group Arizonans for Responsible Drug Policy.

Current medical marijuana dispensaries would have the chance to apply for a recreational license, and other potential store owners could also apply. The application fee would be $5,000 and if approved, a license would cost $20,000.

According to the language of the initiative, after paying for upkeep of the marijuana department, 80 percent of revenue would go to school districts and charter schools, weighted based on number of students.

Half of that money would be earmarked for overhead — from construction to paying teacher salaries. The other half would be used to provide full-day kindergarten instruction.

The final 20 percent of the revenue would go to the state’s health department for public education on the harms of drug use, including marijuana and alcohol.

Cities or towns would also get half of the licensing fees from shops within their boundaries.

Gov. Doug Ducey would have the task of appointing a director of the Department of Marijuana Licenses and Control, which would regulate marijuana in the state.

Delaware’s Opinion on Legalization, regulation and taxation of recreational marijuana

A great discussion out of Delaware reading the benefits of legalizing marijuana for adult use.

 | Delaware Cape Gazette

Let us discuss whether marijuana should be legalized, regulated and taxed similar to alcohol for adults 21 and older.Excise tax revenue alone is conservatively estimated to generate $21.5 million annually. Additionally, millions of dollars would be generated each year in corporate and personal income and payroll taxes. Hundreds of jobs would be created in construction, security, legal, accounting, agriculture, inspection, regulation, retail and other fields. As we continue to lose large employers and struggle with our state budget, we need to look at alternative revenue sources while we continue to eliminate wasteful spending.

The addictiveness of marijuana is about the same as caffeinated coffee. Marijuana is not the gateway drug that some would have you believe. The healthcare costs associated with marijuana pale by comparison to the healthcare costs associated with tobacco and alcohol. LR&T of small quantities of recreational marijuana has not been shown to increase teen usage.

Alcohol is linked to violent and aggressive behavior, whereas marijuana is not. The facts show that a state can achieve benefits from a strong marijuana regulatory framework.

It is time for us to engage in an earnest discussion about LR&T recreational marijuana use for adults 21 years of age and older. An adult who chooses to smoke marijuana in the privacy of their own home and not in the presence of a minor child should not be criminally prosecuted.

The vast majority of adults can drink responsibly, take their prescription medications responsibly and can use recreational marijuana responsibly. I do not promote the use of alcohol, tobacco or marijuana, but I do believe it is a personal choice for an adult to make.

I believe the excise tax revenue should be earmarked to be used for education initiatives, opiate addiction treatment and law enforcement.

In my humble opinion, if Delaware were to LR&T recreational marijuana we could fund our educational goals, provide much-needed addiction treatment, reduce crime and avoid raising taxes.

Some County’s in California are “opting out” of marijuana sales.

As California voters prepare to vote in November on whether to legalize marijuana for recreational use, the San Bernardino County Board of Supervisors on Tuesday will consider an ordinance prohibiting such business in the county’s unincorporated areas.

In an effort to stay up-to-date on new and proposed laws regarding medical and recreational marijuana, the county is looking to update its development code so it is in line with the Medical Marijuana Regulation and Safety Act (MMRSA), which went into effect Jan. 1, and a proposal to legalize marijuana for recreational use should California taxpayers approve the ballot measure during the Nov. 8 presidential election.

The MMRSA and the proposal to legalize marijuana for recreational use, known as the Parker Initiative, would still allow cities and counties to prohibit, regulate, and/or license the marijuana industry in their jurisdictions.

The proposed county ordinance would prohibit all forms of commercial cannabis activity in the county’s unincorporated areas, including marijuana produced for recreational use should it become legal.

A backlog in the state’s Medical Cannabis Program continues and Thursday groups are looking for answers.

The backlog has left medical cannabis patients waiting 60 or more days to receive their cards, leaving thousands of people without medicine. But a state statute says it should only take 30 days.

Advocacy groups say the problem has been ongoing for seven months now. Thursday, the public is invited to a meeting at the New Mexico State Capitol in Santa Fe.
